Marcelo Ubal
Council Member
Marcelo holds a PhD in Education from the University of the Republic, a Bachelor’s degree in Educational Sciences, and a Master’s degree in University Teaching. His background includes studies in Philosophy, educational institution management, and evaluation, along with extensive experience in academia and university administration. He served as Educational Lead at the Northern Regional Technological Institute of the Technological University (UTEC). As an associate professor, he was part of the team that led the design and implementation of innovative projects such as the Graduate Program in Robotics and Artificial Intelligence and the Graduate Program in Professional Technological Education, and he currently holds coordination responsibilities for both programs.
As UTEC’s territorial representative in northern Uruguay, he played a central role in establishing the ITR Norte in Rivera and the surrounding region, as well as defining its strategic pillars: inter-institutionality and binationality. As territorial representative of the Bioma Pampa Network of Public Institutions of Higher Education, working alongside colleagues from Brazil and Argentina, he has played a key role in strengthening interinstitutional and cross-border academic collaboration among Uruguay, Brazil, and more recently Argentina, contributing to the development of innovative binational and trinational initiatives in the border region.
He currently coordinates the Research Group on Social and Educational Implications of Technologies, leading the team responsible for the research line focused on the impact of Artificial Intelligence and other emerging technologies in education and classroom practice. Within this framework, he has edited books, published numerous articles, and participated in academic and social spaces to disseminate the knowledge produced, as well as to support innovation and improvements in educational policies and practices in the country and the region.
He is a tenured professor of Social Pedagogy in the Social Education program (CFE/ANEP). Marcelo is the author of numerous publications on pedagogy, non-formal education, and educational inclusion, and has actively participated as a speaker and organizer of national and international academic events, becoming a regional reference in educational and pedagogical topics.
Marcelo was an active member of the Steering Team of UTEC’s Espacio 2.3.14—an initiative that brought together organized workers and students—which became one of the university’s key spaces for generating disruptive proposals, participation, and democratic formation. He served as President of SITUTEC. As a Board Member of the National Institute for Educational Evaluation (INEEd) for eight years, he was one of the key figures in its foundation and establishment. He also served as Director of the UTU Planning Program (ANEP) and was part of teams that coordinated educational innovations that enabled thousands of adolescents and young people to integrate into the formal education system. He currently serves on UTEC’s Central Governing Council as a board member.
